ICD 203 Standards

All assessments follow Intelligence Community Directive 203 analytical conventions. Every judgment includes a confidence level. Every finding distinguishes between what evidence shows and what it implies.

Counter-Hypothesis Testing

Every assessment includes a steelmanned counter-hypothesis presenting the strongest possible alternative explanation. Findings that ideological convergence adequately explains are stated explicitly.
